Does throttle body default to partially open?

When cleaning throttle body, I noticed that the position it snaps to is not closed. I can push it closed easily enough, but when released, it snaps to slightly open. Is this normal and expected? or do I need a new one?

Hey Skylize,
First of all I do not know what I am talking about. An auto mechanic I am not. Also, I would bet that what I am about to say is INCORRECT and probably handled by electronics.
So I will put my comment in question form. Here goes…
Could it be a preset for the idle position?
OK, you can all stop laughing now.
Skylize, hopefully someone will enlighten both of us with the correct answer.

Yeah. When I suggested it might be "normal and expected", I was referring to the possibility it may be a mechanical "preset".

Does seem reasonable to have a default slightly-open throttle position that doesn't depend on input from the computer to get an initial idle. Just want to make sure it's actually supposed to be that way, and not the spring failing to get it closed.

Might also be relevant? that (both before and cleaning inside the throttle body, and regardless of a reset ECU or having had time to relearn) the car always idles around 12k-13k rpm after a cold start, but drops to 1k after warming up. (Subtract 50-100 rpm from that when the A/C is off.)

Electronic Throttles are controlled with gears not return springs.

The throttle should be slightly open like that, at least pretty much every picture of an electronic throttle i've seen looks like that. It could control idle idk, but my 2007 yamaha wolverine 450 has a set screw to control the minimum amount that the throttle is open for idle so it's probably pretty similar.
