I think "cladding" is the right word to describe that plastic section underneath the rear bumper? This is the same material found underneath the wiper blades in the front.

It's not true black, almost a dark grey and it seems to be fading, getting lighter grey?

What's the fix? Would something like Armour All restore the lustre/sheen? If so, that's not permanent.

Any ideas?

I use either Mother's "Back to Black" or Meguiar's "#40 Vinyl and Rubber Cleaner and Conditioner"
Both are great for all exterior vinyl, plastic, and rubber.
Lucas interior cleaner is fantastic to keep the dash, and interior surfaces cleaned and conditioned without drying them out like Armor All will do.
