Chrome "porthole" on front side

Today I parked next to a new Crosstour, which seemed to have every possible exterior accessory, including one I hadn't seen before. On the front side well above and behind the wheel arch there was a shiny maybe 3-inch-wide 'porthole" with a mesh screen. I didn't have time to wait for the owner to return. So, does this serve any purpose -- or is the owner simply lusting after a Buick?

It's called ghetto. I'm suprised it wasn't lifted on 24's.

Please don't install anything on the outside of your car that uses 3m doublestick tape or was bought at autozone, it only makes it look cheap.
